ABOUT IDALIS

Macarena Davies founded IDALIS in 2020, when she moved from Argentina to Brussels. With over 20 years of experience as a Monitoring and Evaluation Expert for companies providing evaluation services in the EU market, and driven by her passion for the analysis and delivery of public policies, Macarena decided to establish her own consultancy.

IDALIS was born on the premise that the ability to generate meaningful insights through research and evaluation can generate powerful ideas to transform the present and future of people and their communities.

Foresight Study on Fishers of the Future

'Fishers of the Future' is a foresight study exploring the future role of fishers in society up to 2050. Launched by the European Commission, this EU-wide participatory study is being managed by Macarena Davies, who has been contracted by Tetra Tech to lead the study in partnership with other collaborators and experts. From October 2023 to the end of 2024, the study is exploring the hopes, fears, expectations, and needs of EU fishers, aiming to understand how the profession and industry is likely to evolve by 2050. The insights gained from this study will help shape European Commission policies that support a sustainable and inclusive future for EU fishers.

Combating Antimicrobial Resistance in a One Health Approach

Over the past years, Macarena Davies has played a key role in several studies aimed at strengthening the EU’s efforts to combat antimicrobial resistance (AMR). Currently, with Tetra Tech, she is designing a monitoring framework for the EU One Health Action Plan against AMR and the 2023 Council Recommendation. Through comprehensive desk research and extensive stakeholder consultations, Macarena and her team have proposed a framework of indicators to track the progress and impact of these initiatives, integrating human, animal, and environmental health perspectives. Additionally, Macarena co led a Tetra Tech study on the barriers to effective development and implementation of national policies on AMR, with the findings presented at the 2023 European Public Health Conference in Dublin, Ireland.

Evaluation of Ireland’s Participation in Expo Dubai 2020

In 2022, Macarena Davies was contracted by Trade Advisers to lead the evaluation of Ireland’s participation in World Expo Dubai 2020, led by the Irish Department of Foreign Affairs (DFA) in collaboration with various government departments, agencies, and external partners. Drawing on her previous experience evaluating
the
European Commission´s participation in World Expo Milano 2015, Macarena designed a comprehensive evaluation to assess the event's effectiveness and serve as a mechanism for accountability. She adopted a mixed method, combining broad stakeholder consultation and desk review, along with an analysis of peer countries’ participation. The evaluation informed the DFA’s strategy, business planning and participation in future events, including World Expo Osaka 2025.
